"Slouching Toward Health Reform: The Future of the Affordable Care Act"
Sara Rosenbaum, JD, is the Harold and Jane Hirsh Professor of Health Law and Policy and Founding Chair of the Department of Health Policy, George Washington University School of Public Health and Health Services. She also holds a Professorship by Courtesy in the Law School and is a member of the faculty of the School of Medicine and Health Sciences. A graduate of Wesleyan University and Boston University Law School, Prof. Rosenbaum has devoted her professional career to issues of health justice for populations who are medically underserved as a result of race, poverty, disability, or cultural exclusion. She has advised six Presidential administrations and fifteen Congresses since 1978. Under President Bill Clinton, she directed the drafting of the Health Security Act and designed the Vaccines for Children program, a milestone law offering near-universal coverage of vaccines for low income and medically underserved children. Prof. Rosenbaum is the leading author of Law and the American Health Care System, 2d ed., published by Foundation Press, May, 2012, a landmark textbook that explores in depth the interaction of American law and the U.S. health care system.

Coffman Memorial Union Theater The Patient Protection and Affordable Care Act (ACA) holds the promise of moving the US into the company of nations that elect to treat health care as a social obligation rather than a market good. Despite the political maelstrom that began during its development and has raged unabated throughout its implementation process, it has survived. Now, however, the ACA faces perhaps its toughest challenge: actually gaining liftoff. This lecture will explore the course of the Act and the array of system-based, practical, market, policy, political, and social challenges that lie ahead as the process of implementation moves toward January 1, 2014. After Prof. Rosenbaum's talk, commentator Prof. Lynn Blewett, PhD, from the University of Minnesota's School of Public Health, Division of Health Policy & Management, presented a short commentary.
